Evaluation of the impact of financial planning on the implementation of the SGSS for the safe return to school

Abstract

This applied research work was carried out during the contingency of COVID 19, focusing on the Management and Administration of the Financial Resource in the application and evaluation of the assigned budget, in order to implement a Health Security Management System at the TecNM Campus Instituto Tecnológico de Ciudad Juárez.

For the above, the Planning (PTA-POA) was elaborated and subsequently adjustments were made, in the months of May and August in order to reallocate resources for a safe return in the reactivation of academic activities, continuing with the acquisition of all kinds of inputs inherent to the protection of the spread of the virus and thus be able to evaluate the financial conditions of the institution considered in three phases, which are: planning of activities, execution and analysis and finally control and decision. For the implementation and financial compliance for safe return and thus comply with the technical guidelines of the health sector of the government of Mexico.

The action plan consisted of identifying the resource assigned to be able to redirect it according to the needs of the prevention actions in the items assigned to the departments involved to achieve the fulfillment of the main objective, which consists of the execution of daily cleaning and sanitation programs in the most concurrent areas, in the implementation of prevention measures by allocating resources to the Participatory Committee on School Health (CPSE), which developed processes for the security protocol, registration formats and visual aids for the performance of tasks and functions, training teachers, students and administrators in virtual platforms and facing the health contingency and continuing to offer academic services to the technological community, as well as the acquisition and installation of hand sink areas and supplies for signage within the institution.

With the allocation of resources, virtual training courses were initiated aimed at teachers, students and suppliers, on the general measures of health promotion, health security and work scheme in the return to face-to-face activities achieving 100% training in the technological community, this originated a strategy of gradual return to face-to-face classes operating at 50% of its capacity in 2021 and achieving in 2022 the return to 100% face-to-face classes. Always considering the health guidelines established by the state government.
